Huguan Wind Project Sets Record for Early Approval

On July 25, 2025, SPIC Shanxi Company's Huguan 100 MW wind power project successfully received official approval. The process, from obtaining the development quota to securing approval, took just 228 days, setting a new speed record for wind project approvals within SPIC Shanxi Company.

Since acquiring the construction quota on December 9, 2024, the company acted swiftly and implemented targeted strategies. Through policy consultation and proactive brand promotion, it fostered strong government-enterprise collaboration. The project team meticulously organized site surveys and proposal comparisons, continuously optimizing turbine layout. Facing the challenge of the project not being included in the territorial spatial planning, the project team took a county-level project "bundling" approach, streamlining the land pre-approval process and completing the approval formalities at least 2 months ahead of other projects in the same batch.

Leveraging mature experience from projects in Tunliu and Lucheng, the team meticulously mapped the approval process, coordinated critical path nodes, and streamlined the handoff between land pre-approval and project approval. This significantly enhanced the efficiency of preliminary work, laying a solid foundation for subsequent high-quality construction. It also established a replicable "Huguan Model," providing a template for future wind power projects.
