China Power Changshu Power Plant Achieves Record Revenue from Frequency Regulation, Ranking First in Jiangsu Province
According to data released on March 6, 2026, China Power Changshu Power Plant's associated energy storage project achieved a milestone performance in 2025, generating RMB 63.34 million in AGC dispatch compensation within Jiangsu Province's frequency regulation market—a record high that positions the project as the top performer among comparable facilities in the province.

The energy storage project operates in conjunction with Changshu Power Plant's 2 × 1,000 MW grid-connected generating units. Developed through investment cooperation between China Power XYZ Storage and Changshu Power Plant under an Energy Performance Contracting model, the project serves as a flagship initiative in China Power's emerging power portfolio and marks Changshu Power Plant's strategic entry into Jiangsu's ancillary services market. Since its commercial operation in July 2022, the project has navigated a complex and evolving market landscape. Early operations were characterized by regulatory uncertainty stemming from evolving market rules for ancillary services in Jiangsu Province, abrupt updates to frequency regulation performance standards, and intensifying competition. To date, several comparable energy storage projects in the province remain in a wait-and-see posture.
Over the past three and a half years, Changshu Power Plant and XYZ Storage have worked closely together to overcome these challenges. Externally, the parties have actively engaged with industry stakeholders to demonstrate the strategic value of energy storage in grid stability, participated in the "Two Codes" revision organized by the Jiangsu Energy Regulatory Office of the National Energy Administration, adopted industry best practices, and enhanced day-to-day coordination with the provincial dispatch center. Internally, the teams have maintained a sharp focus on operational excellence and continuous improvement by optimizing charge-discharge strategies, developing specialized software tools to minimize penalties, and enhancing the frequency regulation response capabilities of the two generating units.
These efforts have driven strong revenue growth:
H2 2022: RMB 4.27 million in dispatch compensation
2023: RMB 13.04 million
2024: RMB 26.70 million
2025: RMB 63.34 million
The project achieved year-over-year revenue growth exceeding 100% in both 2024 and 2025. By the end of 2025, cumulative dispatch compensation had exceeded RMB 100 million, substantially recovering the total project investment.
